In Daoism, the term "Tianguan" (天官) refers to the "Heavenly Official", one of the three central deities of the so-called "Three Officials" (San Guan). These stand for a cosmic order in which human behaviour is morally evaluated. Tianguan is regarded as a benevolent authority who grants luck and recognises merit. He is also credited with the ability to forgive offences. He thus embodies the principle that good behaviour has a positive effect on individual destiny. The figure also reflects the bureaucratic structure of imperial China: like an official, the Tianguan administers the moral "balance sheet" of the people.
